To complete the Tempest Keep attunement chain, your character must unlock the quest line in Shadowmoon Valley, have access to the required Heroic dungeons, and be able to enter Magtheridon's Lair.
1. Complete the Shadowmoon Valley quest chain
Start with The Hand of Gul'dan in Shadowmoon Valley and continue through the Cipher of Damnation chain.

Enter Heroic Shattered Halls and complete the event without the prisoners being killed.
Loot the Unused Axe of the Executioner.
4. Complete Trial of the Naaru: Strength
Finish Heroic Steamvault and loot Kalithresh's Trident from Warlord Kalithresh.
Finish Heroic Shadow Labyrinth and loot Murmur's Essence from Murmur.
5. Complete Trial of the Naaru: Tenacity
Enter Heroic Arcatraz and defeat Harbinger Skyriss while keeping Millhouse Manastorm alive.
6. Defeat Magtheridon
Go to Magtheridon's Lair, kill Magtheridon, and complete Trial of the Naaru: Magtheridon.
7. Turn in the quest
Return to A'dal in Shattrath and complete The Tempest Key.
Once turned in, your character receives the Tempest Keep attunement.
Result: Your character will have the Tempest Keep attunement completed.
