In order to fully have the catalyst on a specific weapon, you have first to find the catalyst and, once obtained, you have to complete specific tasks to insert the catalyst in the weapon. The Mida Multi-Tool Catalyst adds the Outlaw perk to Mida Multi-Tool (you have enhanced reload speed for a short time after a precision kill).
